As part of the Test Centre of Excellence, the Product Requirements Engineering Specialist (Systems Engineer — PIPSC job classification) will play a crucial role in developing, establishing, and managing standards, processes, tooling criteria, best practices, and guidelines for requirements engineering across the organization.
You will collaborate with other teams to assist, educate and improve their requirements and quality maturity ensuring that NAV CANADA consistently deliver higher quality products. This role requires strong analytical capabilities, exceptional communication skills, and comprehensive expertise in software and product requirements methodologies.
Preference will be given to candidates familiar with industry standards and methodologies for requirement engineering, including International Requirements Engineering Board (IREB)certification or equivalent.Job Description

Key Accountabilities:
- Define and implement organizational standards and best practices for requirements elicitation, documentation, validation, and management.
- Ensure alignment of requirement standards with industry benchmarks and regulatory compliance.
- Evaluate, recommend, and establish criteria for selecting and deploying requirements engineering tools.
- Collaborate with IT and procurement teams in the evaluation and onboarding of requirement management solutions.
- Design robust, scalable processes for capturing, analyzing, documenting, verifying, and validating software/product requirements.
- Establish and maintain traceability mechanisms throughout project lifecycles.
- Develop and maintain comprehensive guidelines and templates to support clear, concise, and complete requirement documentation.
- Facilitate training sessions and workshops to educate stakeholders on requirements engineering processes and best practices.
- Collaborate closely with project teams, developers, QA specialists, and business analysts to integrate requirement engineering processes seamlessly into project execution.
- Set up Requirements Traceability Matrix (RTM) with module responsibilities, test case mapping, traceability validation and deliverable for product assessment.
- Act as a subject matter expert in requirements engineering, providing consultancy and support across various project teams.
- Regularly review and update requirements engineering methodologies based on lessons learned, stakeholder feedback, and industry trends.
- Develop specifications and evaluation criteria for inclusion in requests for-proposal (RFP) and other contracting documents.
- Under the manager’s direction, provide expertise on testing for complex projects including cross-functional projects.
Job Requirements
Education:
- Bachelor’s degree Engineering (Electrical, Electronic or Computer Science).
- Professional Certification: Member or eligible to be a member in a Professional Engineering Association in Canada.
Experience:
- &43;3 years of hands-on experience in requirements engineering or a closely related discipline covering all stages of the System Development and Testing (SDLC) from planning and design to testing across various methodologies.
- Proficiency with requirement management tools (e.g. Azure DevOps, Jira, DOORS, Jama Software).
- Experience working within regulated industries (aerospace, healthcare, automotive, finance) and compliance.
- Experience working with automation frameworks and programming languages.
Knowledge:
- Knowledge in requirement design and engineering principles and how to apply them to large scale complex projects.
- Knowledge in understanding the value of good requirement and testing and best practices to create high-quality products.
- Knowledge of contract/procurement processes.
- Knowledge of project management processes and procedures.
- Knowledge of test maturity models such as TMMi.
Abilities:
- Exceptional analytical and problem-solving abilities.
- Proficient in developing clear, precise, and actionable documentation.
- Ability to facilitate workshops, training sessions, and stakeholder meetings.
- Demonstrated ability to drive adoption of standardized processes and guidelines within an organizational setting.

- This position is based in Ottawa and is classified as hybrid, requiring a minimum of three days on site per week
