Role Introduction
The main purpose of this role is to continuously improve the effectiveness, efficiency and responsiveness of the HR services provide to the business.
To ensure full compliance with all HR matters is achieved by taking the lead on key HR compliance and policy matters for all functions within the region as well as supporting Line Managers with any area of related policies.
Leading and optimizing the delivery of HR services to ensure efficient, consistent, and high-quality support for employees, managers, and stakeholders.
Key Responsibilities
HR Services Operation Management
- Develop and execute HR services strategy to enhance service delivery, scalability, and employee experience, ensure alignment with overall business strategy and People goals.
- Drive process improvements by evaluating current processes, and implementing improvements using technology and digitalization where possible.
- Lead the HR services team and oversee the daily operations in ensuring the relevant HR policies and procedures carried out to a high standard, throughout the Hire to Retire stream. Monitoring workflow, setting priorities, and ensuring timely and accurate delivery of HR services.
- Streamline HR services processes such as onboarding process for new hires and the offboarding process for departing employees to ensure a smooth transition and compliance with company policies.
- Overseeing payroll process to ensure timely and accurate salary payments, tax withholdings, social insurance, housing fund contribution and compliance with local legislations and regulations.
- Managing employee benefits implementation, including commercial insurance, health check-up and other benefit program to ensure employee benefit plans are properly administered.
- Maintain accurate record for employee database and files, ensuring data integrity and security.
- Collaborate with BP, TA and Functions to align HR services with business objectives, HQ HR policies. Understand business needs, providing tailored HR solutions in business environment.
- Monitor HR vendor service level to ensure that external service providers meet the company’s standards and employee satisfaction. Regularly review vendors performance. Track HR vendor services metrics such as resolution time, case volume, and costs, and report on performance trends.
- Lead, mentor, and develop HR services team professional. Provide support to ensure high performance and fostering culture of continuous improvement.
Employee Communications
- Act as primary contact for employee inquiries, providing information, resolving issues effectively. Providing guidance to employees and managers. Ensure timely and accurate resolution of employee inquiries via multiple channels including phone, email, and Teams.
- Regularly gather feedback from employees and managers to refine services and enhance user satisfaction. E.g. conducting surveys, focus groups, and consultations to understand their needs and expectations.
- Build healthy relationship with internal stakeholders including GBS, FIN etc to ensure seamless service delivery.
Ensure effective HR compliance
- Ensure HR services processes and practices comply with local regulation such as labor laws, data privacy regulation, and company policies. Staying updated on legal requirements, conducting regular audits, and implementing necessary changes to maintain compliance.
- Be the expert in all industrial agreements and conditions of service
- Drive consistency in HR policies including implementing standard terms and conditions, improving contracts to reflect best practices globally.
- Regularly audit key processes for compliance and conduct audits where required on process compliance.
People Development and Performance Management
- Lead, support and encourage own team to achieve success
- Demonstrate leadership and lead by example in accordance with Cathay’s core values
- Maintain active and ongoing dialogue in relation to employee goals and individual performance
- Actively engage with employees to enhance communication and the understanding of department goals
- Enhance the employee experience with the role level and internal brand promise
E&A
- Emergency and Accident and Crisis Response responsibilities as required
Requirements
Academic Qualifications
- A degree in Human Resources or in a closely related equivalent discipline
Knowledge, Skills, Training and Experience
- At least 7 years’ experience in a complex matrix organisation
- Working knowledge of labour laws and various local regulations and practice within the region
- Good experiences in HR services operations and C&B as well
- Good working knowledge and experience in spanet analysis and benchspaning methodologies, strong analytic skills with solid thinking process required to make sense of wide variety of spanet data
- Strong understanding of health and safety requirements and environment
- Strong compliance mindset with high attention to detail
- Strategic thinker with a proven ability to drive improvements
- Strong customer service orientation
- Efficient and able to manage multiple priorities
- Advanced interpersonal and communication skills
- Adept at using technology in the workplace
- Travelling within the region is required
