The Chief of Staff role is business operations-focused, emphasizing strategic planning, communications, risk management, external stakeholder engagement and general management.
This role will serve as the strategic and operational partner to the PWOKC Vice President within Military Engines Sustainment Operations, executing site leadership operating model, drive strategic initiatives, manage enterprise and external engagement efforts, oversee operational budget areas, and coordinate audit readiness and performance measurement activities to ensure PWOKC’s sustained business success.
What You Will Do:
1. Strategic Operations Management
- Execute the site’s leadership operating model cadence, including leadership meetings, goal alignment sessions, business unit reviews, and strategic planning processes.
- Own and maintain the PWOKC Control Tower dashboard, capturing and reporting on key operational metrics across the site to drive data-based decision-making and continuous improvement.
- Prepare the VP for business and site reviews, manage action plans, and drive closure on high-impact items.
- Lead the planning and strategic coordination of executive and VIP visits to PWOKC, ensuring alignment of site messaging and strategic objectives throughout meetings and tours.
2. Budget Oversight and Resource Alignment
- Manage operational budgets related to site engagement, sponsorships, employee experience initiatives, and community partnerships.
- Align financial resources with strategic priorities to advance site performance and employee engagement.
3. External Advocacy and Strategic Relationships
- Act as the primary site liaison for Government Relations, Public Affairs, and Civic Partnerships.
- Represent PWOKC in advocacy efforts such as:
- OKC Chamber / ODIA DC Fly-Ins
- Program advocacy days (F135 supplier conference, etc.)
- Local and national aerospace and economic development initiatives
- International industry events (e.g., Paris Air Show, Farnborough, RIAT)
- Cultivate external partnerships to position PWOKC as a leader in aerospace sustainment.
4. Strategic Communications and Culture
- Develop and implement site-wide strategic communication plans, in partnership with Corporate Comms and Military Engines Comms teams.
- Serve as the site lead for executive communications support for the PWOKC VP, including site-wide messaging, external speaking engagements, LinkedIn executive presence, and quarterly all-hands preparations.
- Lead executive storytelling initiatives that highlight PWOKC’s operational achievements, innovation, and community impact to the RTX enterprise as well as externally when appropriate.
- Drive employee engagement and inclusion activities in alignment with RTX values and enterprise cultural initiatives.
5. Risk Management, Audit Coordination, and Business Continuity
- Develop, maintain, and update site risk registers and business continuity plans with functional owners (Facilities, EH&S, Global Trade, etc.).
- Lead site audit readiness efforts:
- Prepare for and coordinate internal and external audits (EH&S, Global Trade, Quality, Security, Government Property, etc.).
- Manage pre-audit communications, logistical support, audit day execution, and corrective action tracking and follow-through.
- Ensure documentation of audit justifications and proactive risk mitigation actions.
- Leverage Control Tower insights to highlight risks, opportunities, and performance trends during site leadership meetings.
6. Special Projects Leadership
- Lead or support enterprise or cross-functional initiatives assigned by the PWOKC VP, particularly those tied to transformation, efficiency, customer experience, or employee engagement.
- Act as integration lead for initiatives that impact multiple departments at the site.
7. Travel Expectations
- Limited travel - less than 10, primarily domestic
Qualifications You Must Have:
- Bachelor’s degree with a minimum of 10+ years of relevant experience; or an advanced degree with 7+ years of similar experience.
- Proven skills in continuous improvement and operational excellence.
- Proven leadership skills and experience managing indirect teams in a multi-discipline environment.
- Must be a U.S. Citizen. This position may require access to systems/tools that are restricted to individuals who possess US citizenship.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
